Exercise GTA Unified was a functional, multi-agency, cross-jurisdictional, health-sector focused mass casualty preparedness exercise presented by Sunnybrook Health Sciences Centre (SHSC), as lead of the Regional Hospital Emergency Preparedness Planning Program for Ontario Health – Toronto Region. The November 2019 exercise was designed to evaluate a health-system response to a complex mass casualty event within the Greater Toronto Area (GTA). GTA Unified engaged 34 participating organizations, including 22 hospital sites. This webinar will provide an overview of key planning and design components undertaken in the development, implementation, and evaluation of exercise GTA Unified, with a specific focus on:


1. Participant engagement and buy-in;

2. The role of Subject Matter Experts (SME) in inject and scenario design;

3. The role of Local Exercise Controllers in local exercise facilitation;

4. The use of electronic materials and platforms to ensure standardized conduct;

5. Exercise artificialities – challenges and opportunities; and,

6. Collection of data to support evaluation.

The exercise approach undertaken for GTA Unified aided to a successful, objective-based functional exercise that is affordable, scalable, reproducible, and transferable to sectors beyond the health system.
