  • The most essential end result of any sustainable emergency management program that sets the stage for viable program success over time comes through obtaining and maintaining TRUE senior leadership support.  This end result is never automatic but must be fostered by the emergency manager (EM) who truly understands their role and possesses the right foundation (i.e., education, experience and fit).  The EM must also have the correct vision (one that will work within their organizational culture).  If the EM knows and understands how to apply their knowledge, experience and vision to real life, then they possess the key and core elements that can lead to a successful program but again, contingent on TRUE senior leadership support.
  • Phillip Chaffee is the Director of Emergency Management for the University of Utah Health Care since May 2009.  

    He completed his Bachelor's from the University of Utah in Health and Disaster Preparedness in June 2005.  He obtained his Masters of Science in Emergency Management (MSEM) from Jacksonville State University, Alabama in December 2008.  

    Phil is Certified Emergency Manager (CEM), a certified in Business Continuity Planner (ABCP) and a FEMA Master Exercise Practitioner (MEP).
