Attendees will learn the genesis of the Emergency Planning and Community Right to Know Act (ECPRA), a federal requirement that requires industry to report chemical information to Local Emergency Planning Committees (LEPCs) and how they can gain access to this information and utilize it in planning, training and exercising.


Tonya Ngotel is the Director of Exercise Programs within the Center for Preparedness Education in Omaha Nebraska.  The Center is a joint endeavor between the University of Nebraska and Creighton Medicine.  Tonya’s role within the Center is to design and facilitate exercises for local public health departments, healthcare facilities and health care coalitions.  She joined the Center with fourteen years’ experience in emergency management and hazmat planning. In her prior position she served as the president of the National Association of SARA Title III Program Officials (NASTTPO) where she lead policy efforts with the U.S. Department of Transportation and Environmental Protection Agency.
